According to recent statistics, output increase was concentrated on small and medium-sized enterprises with great production flexibility. Meanwhile, most mills doubt if the rising trend could continue. Current policy did not encourage mills to increase production. Steel enterprises should be more self-disciplined and more cautious at output decision. So that huge risk of market operation and management could be avoided.
