Indonesia isn't likely to completely ban raw mineral exports next year even though many miners haven't completed building smelters, a minister said Wednesday, in a sign that Jakarta is softening its stance on the issue.

"[According to the Mining Law], export of raw minerals is not allowed in 2014, but we also [acknowledge] that making a smelter takes time, needs money, technology and electricity supply," Minister of Energy and Mineral Resources Jero Wacik said at a two-day mining seminar.

Mr. Wacik also said the government is seeking a "solution" that doesn't violate the mining law and also encourages miners to build smelters in the country.

The government might give certain incentives to miners already in the process of building smelters, he said, but didn't elaborate.

"Don't be afraid, I have no intention to make companies go bankrupt," Mr. Wacik said.
