Print[Ferro-Alloys.com] The Ministry of International Trade and Industry (Miti) has imposed anti-dumping duties on imports of seven wires pre-stressed concrete strand (7 wires PC strand) from China for five years, to address unfair trade practices.
In a statement on Saturday, Miti said it will start imposing duties between 5.93% and 8.71% on imports from Chongqing Longtai Rare Earth & New Materials Co (5.93%), Hunan Xianghui Metal Products Co Ltd (7.47%), Silvery Dragon Pre-stressed Materials Co, Ltd (8.71%) and others (8.71%).
Miti said the government on April 10, 2013 initiated an investigation based on a petition filed by Southern PC Steel Sdn Bhd on behalf of the domestic industry producing 7 wires PC strand.
The petitioner alleged that imports of 7 wires PC strand originating in or exported from China were being imported into Malaysia at a price much lower than that in the domestic market of that country. Southern PC claimed that this was causing material injury to the domestic industry in Malaysia.
"The government has undertaken a thorough investigation on the manufacturers and importers in Malaysia and producers/exporters in China who have cooperated in the investigation and the government has finalised the final determination of the investigation," Miti said in its statement.
The scope of product under investigation covered stranded wire which consists of 7 wires stranded together and, specifically, excludes polyethylene grease-coated PC strand, galvanised steel wire, galvanised PC strand, indented PC strand, PC strand with spiral ribs, ropes and cables from the scope of the PUI.
The redefined PUI is classified within the same Malaysian Harmonised System Code (H.S. Code) of 7312.10.000 and Asean Harmonised Tariff Nomenclature of 7312.10.9100.
The Royal Malaysian Customs will enforce the collection of anti-dumping duties and this measure took effect on Jan 5th
