On 19 December 2024, the Commission launched an investigation into possible trade safeguarding measures on imports of manganese and silicon-based ferroalloys, in response to the long-term crisis in the sector. The current geopolitical situation, including US tariffs, poses a serious risk that non-EU producers will capture the remaining share of the EU market.
As members of the Parliament, we are calling for action by the Commission and the immediate introduction of safeguarding measures to prevent the collapse of Europe’s ferroalloy production sector. Without intervention, Member States risk becoming entirely dependent on imports from Russia, Kazakhstan, China, India, Malaysia and Iran.
- 1.What specific actions does the Commission plan to implement to protect the EU ferroalloy sector from unfair global competition and import pressure, particularly in the context of the ongoing safeguarding investigation, due to conclude on 18 November 2025?
- 2.Will these measures include safeguarding duties, exemptions for European Economic Area partners such as Iceland and Norway, or broader trade defence instruments as defined in the steel and metals action plan?
- 3.Given the EU’s existing bans on aluminium, steel, and iron imports from Russia (February 2025), is the Commission considering extending sanctions to ferroalloys to prevent circumvention of the existing ban?
