  According to the report, the National Development and Reform Commission will make every effort to increase production and supply, guide major coal producing areas and key coal enterprises in Shanxi, Shaanxi, Inner Mongolia, etc., and speed up the release of production capacity on the premise of ensuring safety, so as to meet the coal demand by every means. Based on the supply and demand, we should appropriately increase the coal import, give priority to the coal demand for power generation and heating, and take full advantage of imported coal supplement and regulation.

  Generally, China's coal imports mainly come from Australia, Indonesia, Russia and Mongolia, covering steam coal, lignite, coking coal and other relevant varieties. From January to November this year, China totally imported 264.826 million tons of coal, a decrease of 10.8% compared with that in 2019. Specifically, from May to October, China's coal imports decreased by 19.7%, 6.7%, 20.6%, 37.3%, 38.3% and 46.6%, respectively. In November, China imported 11.67 million tons of coal, a decrease of 9.11 million tons (43.8%) compared with the same period last year, and a decrease of 2.06 million tons (15.0%) compared with October.

  Apart from increasing coal imports appropriately, China will also accelerate the upgrade of coal storage of power plants. Monitor the coal storage of national key power plants every day, track and master the coal supply in time, and coordinate and solve the prominent problems in supply as soon as possible.

  The National Development and Reform Commission will strengthen the coal transportation in Shanxi, Shaanxi and Inner Mongolia and other major production areas, strengthen port transportation organization and port connection, improve the transportation capacity of underground coal and imported coal, and give priority to ensuring the coal demand for power generation and heating.
