  Recently, in order to ensure the completion of the "fourteenth-five-year" energy consumption dual control target task, the Development and Reform Commission of Inner Mongolia Autonomous Region, together with the Department of Industry and Information Technology and the Energy Bureau, drafted the "several safeguard measures for ensuring the "fourteenth-five-year "energy consumption dual control target task (draft for comments)".

  Accelerate the pace of energy-saving technological transformation in key high-energy consuming industries. From 2021 to 2023, the key energy consuming enterprises in thermal power, iron and steel, electrolytic aluminum, ferroalloy, calcium carbide, copper, lead and zinc, chemical industry, building materials and other high energy consuming industries will be transformed, and the energy consumption per unit will reach the advanced value of national energy consumption quota standard. Comprehensively promote the energy-saving transformation of coal-fired power units. Increase support for energy-saving technical transformation projects.

  Control the capacity scale of high energy consuming industries. From January 1, 2021, the new production capacity projects of ferroalloy, calcium carbide, PVC and cement (clinker) will no longer be approved, and projects, which approved before the end of 2020 but not yet started will be suspended or postponed. Steel and electrolytic aluminum industries are subject to total amount control. New capacity projects will no longer be approved, except for the projects that have completed or are in the process of capacity replacement and using flyash to extract alumina to produce electrolytic aluminum. Strictly control the new coke production capacity. Wuhai City, Ordos City and Alxa League implement equal capacity replacement on the basis of not breaking through the existing production capacity (including the projects started before the end of 2020). For other regions in China, except for the construction and utilization of coking coal which has been started before the end of 2020, new coke production capacity project will not be approved.

  Implement green electricity price policy. Since January 1, 2021, preferential electricity price for high energy consuming industries in West Inner Mongolia power grid will be cancelled, subsidy will be imposed on self-owned power plants, inverted step electricity price and basic electricity price conversion policy for high energy consuming industries will be adjusted, and differential electricity price and step electricity price policy will be improved. Improve the power trading scheme and adjust the trading mode. The adjustment scope and electricity price policy shall be separately issued by relevant departments.
